The historic county wording is boiler plate (and has been the standard for more than a decade) and avoids present or past tense for the historic county, as the old compromise always has been. Indeed the Peterborough article included it until recently. Been on Wikipedia long enough to know what it means when you've been told to reach "consensus" on a Wikipedia namespace page (dominion of the perennially involved), so oh well

Re how historic Northamptonshire (which one?) should be mentioned in the lead of [[Peterborough]], see [[Wikipedia:WikiProject UK geography/How to write about counties]]:

so I have replaced present tense with past tense and heavily shortened the reference. If you disagree with my interpretation of the rule, it would be best to open a discussion at [[WT:WikiProject UK geography]] to secure a consensus clarification.
 
BTW, [[WP:LEAD]] says that the lead should summarise the most important points of the article. If the historic link with Northamptonshire is to be mentioned at all (and your earlier edit suggests that it was a tenuous one, so is it really essential?), then it should be said in as few words as possible because by any measure it is really rather incidental.
