Cheong-Leen is the chairman and the founder of the [[Hong Kong Civic Association]], which he founded in 1954. He was first elected as a member of the Civic Association to the [[Urban Council]] of [[Hong Kong]] on 1 April 1957 and also the Vice-Chairman of the Council. He served in the Urban Council until 1991.
 
Cheong-Leen was appointed to the [[Legislative Council of Hong Kong|Legislative Council]] in 1973 and indirectly elected in 1985 and served until 1988. Cheong-Leen was instrumental in pushing for nine years of compulsory schooling.

Cheong-Leen came to Hong Kong in about 1931 and married in 1945. He became the father of two boys and two girls including the ballerina and designer [[Flora Cheong-Leen]] who was married to actor [[Russell Wong]].
