Stănescu, qui ab anno 1947 sodalis Factionis Communisticae erat, apud Academiam militarem et deinde apud Universitatem Bucarestensem iurisprudentiae studebat. Annis 1968 - 1972 praeses consilii securitatis rei publicae fuit. Hoc in munere gregem vigilum contra Unionem Sovieticam condidit, quae anno 1968 Cechoslovaciam occupaverat et etiam Romaniae hostilis fuit, condidit[1]. Deinde a die 24 Aprilis 1972 ad usque 17 Martii 1973 minister rerum internarum Romaniae. A die 26 Ianuarii 1977 as usque 7 Martii 1978 primus minister vicarius erat, tum ad 16 Martii 1981 secretarius statalis in ministerio aedificiorum industrialium, a die 25 Augusti eiusdem anni ad 23 Octobris 1984 eodem magistratu in ministerio constructionum in aliis civitatibus fungebatur, denique ad finem regiminis communisticae die 22 Decembris 1989 minister perigesis Romaniae erat. Post finem regiminis communistarum Stănescu factionem socialisticam opificum condidit, quae autem non magni eventus fuit. Anno 2010 in casu sinistro autocinetorum mortuus est.
