PD-VOA states: "This media is in the public domain in the United States because it solely consists of material created and provided by Voice of America..." The following is a screenshot of a VOA video, but the footage was not produced by VOA, and was instead incorporated into the video without the permission of the DPRK government. I believe that it is still public domain as per the reasons below.
1. As the video was provided by the DPRK government to VOA,
2. The usage right of video is also transferred to VOA.
