Hecho: Tras el fracaso de la pacificación vía el licenciamiento de las tropas a fines de agosto de 1911, Zapata y sus seguidores fueron declarados delincuentes del orden común. El gobierno envió a los generales: Figueroa y Juventino Robles a pacificar el estado de Morelos. Para los alzados de Zapata estos desmanes son la consecuencia del personalismo de Madero, de sus errores políticos y del desvanecimiento de las reformas agrarias.

Para el caricaturista, "Madero se anda por las ramas", sin resolver ningún conflicto, encima de él se levanta el zapatismo sumamente violento y acompañado de la muerte y la desolación.
