Hi, what is the source claiming the Quanrong were speaking a Tibeto-burman language, please ?

Dog RongQuanrong or Quan Rong — Quanrong seems a more common name. See 1,240 results for "Quanrong" and 660 results for "Quan Rong" compared 83 results for "Dog Rong".
