Keep The photograph is of the train as a whole, and the character images form only a small part of this, so I would say this is adequately covered by the "De minimis" exemption. Consensus on similar situations has long been established for other promotional vehicles or planes such as the Pokemon Jet. --DAJF (talk) 05:12, 19 March 2015 (UTC)
