It’s better to write in Russian. According to w:Rare disease There is no single, widely accepted definition for rare diseases. Some definitions rely solely on the number of people living with a disease, and other definitions include other factors, such as the existence of adequate treatments or the severity of the disease. So depending of the definition chosen for the two items, they can be the same, one be a subset of the other (orphan=rare AND no treatment available) or even being unrelated (orphan= no treatment available).
