The filter does give an indication of edits that often are spam, so it should never be more than a tag, though it would be more beneficial if it only flagged when the edit was actually saved, so when it clashes with warning filters it didn't flag.

Users with a level of edits (said, 10 edits or more) OR with local flags should not be affected by the filter. I see legit users triggering the filter. Changed to prevent that (I hope!)-- M\A 11/12/2014.
