Deaf?

The intro to this article once read: "Allred is the first legally-deaf player in the NBA. Allred was born with a 75%-80% hearing loss, though he is not deaf and does not use sign language. This is incredibly unclear. While the referenced article uses the phrase "legally deaf" I was unable to find exactly what qualifies a person as "legally deaf" and even suggestions that there is no actual definition for what makes someone "legally deaf." For this reason I reworded the intro.
