Siren in Jerusalem

I am looking for a source that the siren is not used in Jerusalem during times when it might otherwise be used as a bomb warning. All I found so far, is this article from the New York Times suggesting otherwise.

Another article suggesting otherwise. It’s unclear from the articles if the stories took place during war time, but an important distinction is made. The Shabbat siren is the same as the all clear siren. It’s desinged that way to avoid confusion with the bomb siren. With that in mind, I don’t think the above rule is actually in place.
