There is no mention of Tatton Park prior to the ownership and work done for the Duke of Bridgewater.

Thomas Stanley, 1st Earl of Derby had the land that Tatton Park stands on in the 15th century.

I don't know anymore than that but it's certainly scope for expansion within the article.

As the article says, the land was owned by the Stanley family by the end of the 15th century. Not sure where the 3rd Duke of Bridgewater comes into the story. I do not know when the estate became known as Tatton Park, but it has been a deer park since 1290.
Who says the garden is owned by Cheshire County Council? The evidence I have says that the estate (which would include the garden) was bequeathed to the National Trust by Maurice Egerton. Youd, who was Head of Gardens in 1998, says the Maze is in a garden owned by the National Trust (p. 27.). I guess he should know. Unless there is reliable evidence to the contrary I intend to revert this comment to the original version which was based on an official National Trust publication. Peter I.
