"Digital humanitarian responses" is not a distinct concept discussed in reliable sources. It appears as a text string along with other words used to describe online and mobile transmission of foreign aid and relief funds. (The sources in this article with one or two exceptions do not even refer to the text string.) This WP:NOESSAY is thus WP:SYNTH and violates WP:NOR, failing the WP:NOT test of WP:GNG. I would normally try to salvage something from this, but it's almost certainly LLM-generated (GPTZero: 91% chance), and given the lack of conceptual integrity and low likelihood users would search for this (its pageview count is very low), I recommend outright deletion.
