Umthetho uyiqoqo lemiyalo eyenziwe futhi ephoqelelwa yizikhungo zomphakathi noma zikahulumeni ukuze zilawula ukuziphatha, incasiselo yomthetho eqondile iwudaba lwempikiswano endala.
