Benefits to non-qualifiers?

The article says that removal from Slovenian nationality for nationals is limited to three generations. This will mean that people originating from outside Slovenia (parts of Hungary, Austria, Italy, and much of Croatian Istria), who may have never even been to Slovenia itself, will not qualify for nationality as it is only through personal choice that they have remained affiliated to such a state. Given that these people will have used the national name Slovene from time immemorial, will there not be any benefits from the state? Such as being a permanent subject?
